What is happening in the nation’s economy today and how will Texas banking institutions and customers be affected? Frost Bank’s Chairman and CEO Dick Evans and Chief Economist Bill Sirakos will shed some light on these ever-shifting sands and the factors most directly affecting us in Texas.
Twice in the 20th century, the bank survived devastating economic crises -- the Great Depression in the 1930s and the severe financial downturn in Texas in the 1980s -- to become the largest banking organization headquartered in Texas that operates only in Texas. Once again, Frost demonstrated industry leadership and foresight, having exited the residential mortgage industry in the early part of this decade, which protected the company from exposure in the mortgage meltdown. Frost also declined to apply for Federal TARP funds during the current financial crisis.
Texas roots at Frost are deep, with a history that weaves throughout five generations and spans more than a century. From its beginnings as a small downtown bank in San Antonio, Frost Bank has grown into a $15 billion dollar financial institution, with more than 100 financial centers offering a full range of banking, investments and insurance services in all major Texas markets.

Dick Evans is chairman of the board and chief executive officer of Cullen/Frost Bankers, Inc. and Frost. Before joining Frost Bank’s training program in 1971, he served as an assistant national bank examiner with the Comptroller of the Currency. In 1977, he was named executive vice president of the banking group and was elected president of Frost Bank in 1985. In 1993, Evans was elected chairman of the board of Frost Bank and chief banking officer of Cullen/Frost in 1995, and in 1997, chief executive officer. Evans is serving a two-year term as a member of the Federal Advisory Council to the Board of Governors of the Federal Reserve System in Washington, D.C. He recently served a two-year term as a member of the board of directors of the Federal Reserve Bank of Dallas.
William H. (Bill) Sirakos is senior executive vice president and chief economist for Cullen/Frost Bankers Inc. In this role, he is responsible for the bank’s Capital Markets Division, including the funding desk, financial derivatives, fixed income sales and trading, custody services and negotiated underwriting. He oversees the management of Frost’s $3.5 billion fixed income investment portfolio and is responsible for the interest rate risk management of Frost's balance sheet. As the company's chief economist, Bill is also charged with following and predicting trends in the nation’s economy and their potential impact on Frost. Bill has been with the company since 1996, having begun his career with the U.S. Comptroller of the Currency in 1974, and joining First Union in 1981.
